Can they shut my heat off in the winter if I'm a senior or have a disability?

I live in an apartment with my adult son, who is disabled. We do our best to keep up on our rent and bills. We have a tight budget so that’s not always easy, especially in the winter when heating costs are higher. I’ve heard that it is illegal to shut someone’s heat off in the winter, even if they get behind. Is that true? And are there are any special rules for senior citizens or people with disabilities?
